Community Roots 

Judge Titus has deep roots in  Carroll County having lived here for almost three decades.  In 1992, shortly after graduating from law school, he settled in Finksburg with his wife, Marlene, and it has been their home ever since. 

They were blessed with two children, Emily and Drew who both were born at Carroll County General Hospital (now Carroll Hospital Center). Growing up, their kids thrived in Carroll County Public Schools proudly attending from grades K-12.  Emily went on to graduate from James Madison University while Drew graduated from Massachusetts Institute of Technology.  Both are completing graduate studies and have secured jobs in their fields. 

An avid outdoorsman, Titus is a strong supporter all Constitutional rights -- including those protected by the 2nd Amendment.  He taught his children responsible firearm safety from a young age and they both became accomplished marksmen under his guidance.

Over the years, Titus supported numerous Carroll community youth sports leagues as coach, volunteer or proud parent including:

  • Sandymount Rec Council Softball;
  • Roaring Run Lions Club/Finksburg Baseball;
  •  Winfield Rec Softball;
  • Maryland Stars Softball;
  • Westminster Titans Baseball Club;
  • North Carroll Hotshots Softball; and
  • Various high school programs.

Judge Titus continues to show his community pride by volunteering at his children's alma mater as the football public address announcer.

His wife, Marlene, also has close ties to the community and currently serves as the Cybertechnology Navigator at Carroll Community College.  She has held offices in various local Chambers of Commerce and currently serves as Chair of the Board of Trustees at Carroll Lutheran Village. 

Richard and Marlene support and donate to various local charities including the Carroll Hospital Auxiliary, their Church, the Carroll County Youth Services Bureau and Goodwill Industries of the Monocacy Valley.
